I believe it is for lifting hay bales up into the top of a barn. It is heavy so that it can go farther into the bale when it is dropped from up high, then the whole thing is lifted with a block & tackle up into the haymow. (Haymow is the opening you can see in some older photos of barns.)

A bullet that sheds it's jacket before it gets to the target is a bug. If a bullet sheds it's jacket after it enters the target it might be considered a feature.

Yes, I did try it with some small rifle primers. The only issue I had was the primers seemed to seat a little too easily, as if they might just fall our of the case if it got bumped a little too hard. Other than that, it was all good. I just used those cases for barrel warmers, not for score.
