Why not a 6.5-06 or at 25-06 ? Then you don't have to mess around fire forming brass .

.25-06 AI or .280 AI would be my suggestion.
Sorry I don't have a 6.5-06 AI to compare with but I have gotten closed to 3100 FPS with 175 Matrix but the group opens up and pressure signs I can do without.
My current accuracy loads for the 175 Matrix are;
.270 Win (non-fireforned) is 2919 FPS and
.270. AI is 2993 FPS.
As you can see, I developed accuracy load for both so I don't waste tme, effort, and barrel life fireforming to enjoy it.
Having said that, this boils down to personal preference.

Lee I do own two factory 25-06 and need to rebarrel my 25-06 Mauser action pet..... even I am left handed I love Mauser actions I customized them and fit left handed safety on them. besides factory AMMO will be fireformed

Since heavier is the name of the game a .280 AI shooting Berger 168's would be my choice. The 7mm calibers have an excellent bullet selection to choose from.

Lee I am 270 addict but trully consider to own the 06 6.5 round, I do own a 6.5 sweedish, a 260 and the 264 Win Mag, just not a fan of them specially due first of all that 20 years ago the 264 only had one factory ammo bullet weight on the market an d was hard to find and I was not to much in reloading at that time, even today I only reload for fun, the 6.5's short actions are used by my 20 yr son since 4 yars ago

For 300-400 yard shooting at whitetails it's not going to matter much (ballistically). Any cartridge from .243 on up will handle that task. Personally I like to keep things simple, so if you're leaning toward an '06-based cartridge I would do a plain old .270 Winchester. Not as many high-BC offerings in .277 caliber but that only becomes a significant factor beyond 600-700 yards. Bullets like the 140 Accubond with a BC around .500 perform very well at close to medium range. You won't need the extra velocity of an AI at medium range either.
Going to a 6.5-06, 6.5 AI, or .270 AI would be a good idea if you'll be stretching it out past 600 yards on occasion. 6.5 would be my choice due to bullet selection, and if you want anything bigger go with a .280 AI or 7 mag.

Matador 300-400 yrds is average distance but is common to have 500+ yds shots
Why not build 270 with lilja 1/8 twist barrel @ 24" to 26" barrel might be better at the yardage you want to hunt and you can use the heavy 270 bullets.
