WY Cow elk / Whitetail doe

Looking into hunting WY this year for the first time any advice for cow elk and doe's? I talk to the DFG and was told it's possible to purchase 4 whitetail doe tags are there area's that hold both? I have hunted CO/ID/OR alot and looking for a change. Thanks Wolff
