Weird Sight Picture

So, I have a scope that has the most clear sight picture when I have the cheek rest high and see more center and bottom of scope, with the top of the scope looking like a crescent/eclipsing of black on a what should be a circular sight picture. If I lower the cheek rest to see the clear circle sight picture, the sight picture gets milky white. I've not experienced this before in all/other scope to date.

I have 47MOA up elevation, and 27MOA down elevation at zero. I have been 90/10 on elevation travel on most my scopes and I don't get this "distortion?"

Thoughts?
 
it would really help if you mentioned what kind of scope this is.

Ive heard that some scopes have optical issues if its zeroed farther from its optical center than needed. It sounds like you have a 20MOA base on that, maybe put a 0MOA base on that and see if the problem goes away.
