To inside ream or neck turn

I use the K@M with the mandrel that has the cutter for a donut because I neck down 30-06 lapua brass for 6.5x06AI and 270 WSM down to 6.5WSM no neck ream die needed. If you inside neck ream your bound to get cold welding.

I also purchased the expanding mandrel with the cutter end. Indeed it does leave a bit of a swirl look to the inside of the necks. I figure that it is even all the way around. Plus, I mostly do it only once as I turn the necks at the same time. On some brass I have checked the necks after another firing or two. I usually get a little more trim here and there off the outside of the necks. I really don't know anything about welding issues.
