I save all of the plastic shopping bags I get at the grocery, and use them as packing material. You can really bunch them up and put them in a box around your items to cushion them. Grab a handful, and squeeze them into a ball, and stuff them into the box on all sides of your item. After you stuff them in there, they slowly start opening up to form a great cushion. They are cheap (free), and add no weight to your package. I always have a bunch of them, so I use them all the time to safely ship items.
Wrapping a scope or other optics in a sheet of bubble wrap, then surrounding it in the box with plastic shopping bags makes a great and safe way to protect the items.

Sounds like all we need are more big government run big businesses.

UPS sucks.
If you want to send through a carrier with zero accountability, who outsources their customer service to pakistan, then be prepared for frustration and lots of wasted time when they lose something.
As frustrating as the USPS is, at least they have a local office staffed with local people who speak English and will make phone calls for you, to get to the bottom of things if anything goes wrong.
