Scope for PH3

Picked up a Seekins PH3 6.5 PRC and debating on the scope.

Vortex Razor HD LHT 4.5-22x50mm Riflescope[/H3]
or
Leupold Mark 4HD 6-24x52mm Riflescope[/H3]

Same price, Vortex is 6 oz lighter but no windage turret.
I've used Vortex but mostly a Leupold fan.
Not looking to kill at 1000 yds but steel at 1000 yds (+).
Thoughts?

Given those two options, I'd go Vortex for the lesser weight and low-end magnification (assuming this will be a hunting rifle).

I've seen used but in good shape kahles 6-24 scopes pop up around $1600 or $1700, Trijicon is in that range, a couple nxs nightforce close to that if used is alright, bunch of others as well I'd wager.
