Reloading Help - horizontal stringing

I understand where you're coming from with the sand bags, and I'll try that - but I've had really good luck in the past with this same setup

1/2" of horizontal?
If your not using wind flags then that is more than likely the issue.
Even if you didn't think there was any wind, is doesn't take much to move the bullet a fraction of an inch in any direction. Sorry if this was already addressed.
