Pre 64 Model 70 bolt

I bought this with all intentions of doing a custom build on a pre 64 model 70 action and never got around to it. Serial range is 148XXX. Bolt appears to be in good working order and as far as I can tell everything is intact. It does fit snug into my particular receiver and doesn't close. I assumed the fit was off because the action I intended to use was a much newer 572XXX serial range (1963)?
