Powder residue on neck and shoulder

I shot the annealed brass and still got the powder on the shoulder. I shot 54.2gr and 54.5gr... What next?

The chamber dimensions in your neck may be causing your smoked necks.

Just an idea. Could carbine ring in the throat area of the chamber cause this ?
