Nosler brass??

THAT 223 brass must have been fired in a gun with an excessively big chamber. You might still be able to "reclaim" it by setting your sizing die down a bit more. Things like this is where headspace measuring tools for brass like the hornady bushing kit for about $35 come in real handy.
Regardless...I don't think it's a fault of nosler.
