Actually, I just answered my own question by looking closely at your first pic. it's MRAD I believe.

I think you need to make 10 posts to be able to send PM's .
to send a PM , you put the mouse over the guys name and a box will open . click on start a conversation .

Or you can support the forum through membership, which is at a fair rate, then you can private message all you want. I believe the message count is higher than 10 to gain pm access.
