I have a 22-250 and 6mmBR that both have muzzle brakes on them. I use them for prairie dog shooting and the brakes allow me to see the bullet impact through the scopes. Even a 22-250 can start to make the shoulder a little sore after 300 rounds a day.
A 7mm-08 is low recoil to some but to others it kicks like a mule. After 25 years of using a 7mm rem mag for deer I switched to a 6.5x47 Lapua shooting 100 gr. Barnes TTSX bullets. It's so mild shooting and gives up nothing in killing power that I can tell, it hits them like the hammer of thor. I've got 300 mags, a .338 win mag, and a .375 H&H so I'm not a total recoil wimp, but the 6.5x47 is just a lot more fun to shoot.
Some people just don't like getting kicked. That's probably the simplest answer.
