Load Development - Steps To Take

What steps do you take when developing a new load. I guess first off you already know what bullet/powder combo you want to use.

Next I guess there's two factors that can vary: 1) grains of powder, 2) distance from the lands.

How do you experiment with these two factors to find the best combination for the load?

Ditto what Don said. Read closely the part about distance to do it. The farther the better.
