i used to reload 38 super hand gun bullets which use 9mm lead.
i sold my super but have lots of reloading components left over.
my question is can i use small rifle primers for 9mm luger hand gun rounds.

If I remember correctly, pistol primers are slightly shorter then the rifle primers. I know of people using pistol primers in rifles but would put a piece of thin paper between the primer and flash hole when they seated the primer for two reasons. One to shim the primer out and two, they were getting more consistant burn from the primer and better velocity spreads.

Measure the thickness with a mic and check the difference. Oh, the rifle primers are thicker material also and your pistol may not hit hard enough to ignite the rifle primer.
