How do you handle a barrel? What is the process?

After it's been rifled if there's much that needs to be done Lead Lapping is the best way.

More to it than just lapping. It's best to do it as a blank because of "belling" the ends of the barrel. That or lap it and cut it back and recrown and set back the chamber when finished. Or buy a premium barrel that's lapped from the factory.
