I have heard that Cerakoiting the inside of your action will tighten up actions in rifles that are a little lose like the 700 sps varmint and help with the accuracy... is this true?!?
 
It will "slightly" tighten up an action, but I really doubt it will make it more accurate. Besides it wears off quicker than you think.
A "loose" action does not mean an inaccurate one.
 
I have a 22-250AI that has been re-barreled I don't know how many times, bought it used to boot before I went through two barrels on it myself. The bolt shaft has grooves worn into it where it rides in the action. Still shoot lights out. Loose as a goose to say the least
