I don't see a problem with screening. If I don't want to pay shipping to say a state past the Mississippi I wouldn't hesitate to put that in the ad. There's quite a bit of shooting stuff I can't get shipped to NY so if someone posted ammunition for sale at a tremendous value it wouldn't bother me if it said No NY shipping!
