A short barreled rifle requiring a tax stamp has a barrel less than 16 inches and oran overall length of less than 26 inches.

Does this also apply to a muzzle loading rifle?
 
So would you interpret that a rifle that does not use fixed metallic cartridge does not count?

That almost sounds like a consumable cartridge would not be considered a rifle also...which would not make sense intuitively anyway!!
 
Muzzle loaders are not even considered firearms so the rules do not apply. That is why you can buy and send them through the mail and they do not have to be registered.
