Badger ordnance rail question

Hi guys a question for anyone who has a badger ordnance 20moa rail. I have fitted one to a remington 700 action. I have the screws torqued and medium strength locktight used. I have noticed at the front 2 screws the shorter screw is counter sunk deeper than the second screw. Is this normal I tightened the screws. I am now worried it's on the wrong treads because it doesn't look as deep as the first screw. I don't want to break the seal if not necessary if that's all the far it's meant to tighten down. If someone has the same rail if you could check does the second screw from the front just finish slightly below the surface and the front screw is counter sunk deeper. That would be a great help thanks.
