284 differences

Upper case is headstamped 284 win. But is necked to 6.5.lower case is 6.5-284 factory brass.is the upper a different wild cat than 6.5-284?

Measure from the case base to the start of the shoulder. Both the 284 Win and the 6.5-284 Norma should be 1.77 inches. Similarly, from the base to the start of the neck is 1.89 for each. Whichever one does not match those dimensions, that case has been modified.

If you are certain of the authenticity of the lower case, then the top is a modified 284 case as it is clearly shorter.

About 1.68 or 1.70 to the shoulder and 1.80 to the base of the neck
 
Interesting…Looks like the bottom case has been blown out (Ackleyed) to 40 degrees in comparison but may not be.

To me, the top case neck looks longer than normal and appears to be a messed up neck sizing job.

the taller case is a factory 6.5-284
 
I would say then the top case, the one stamped 284 Win is somebody's wildcat on a 284 win case that they chose to shorten.
 
It must be some sort of Wildcat because it's very different dimensionally than the other.
The neck is longer, the shoulder angle is less and the base to shoulder height is shorter.
But, I have no idea what cartridge case was being created.
