I. Have one built on a REM. 722 action. Built in 1970 with a 26 Douglas barrel with a 10 twist. In hindsight especially now with the 134 gr 25 caliber bullets being offered, which weren't available 55 years ago, I'd use a long action and a quicker twist.

People only needed to increase the length of the .284 parent cartridge in "wildcats" once people wanted to increase performance and use high BC bullets. It's not necessary to increase magazine COL if you're going to use "traditional" hunting bullets and stay withing original .284 parameters.

You want something little different, that fits in a true short action with a 2.980 mag length, and gets you good speeds?
25MBK (AkA "Man Bun Killer" or 25-.260AI Imp 40°).
My 22" is pushing a 131SMK @ 3070fps. I hit 3150 w. 115VLDs. I would think 3250 w. 100s should be doable.
Get .260Rem or .243Win brass.
Neck to .257"
Fire form
Then full loads.

I built my 25-284 and a Tikka T3x action (originally a 6.5 Creedmoor) with the WTO SwitchLug installed. I purchased a Manson Reamer for WTO to use for chambering. Here are some of my specs and results:
25-284
22" Lilja 3 groove barrel, 1:8" twist
90gr Absolute Hammer
2.917" COAL, .020" jump to rifling
Peterson 6.5-284 brass necked down to .257
Federal 210M primers
Medium Lee Factory type crimp
N550 powder: 3592 fps average, .46" group, 23.90 SD
RL-15.5 powder: 3606 fps average, .77" group, 9.87 SD
RL-16 powder: 3477 fps average, .50" group, 17.24 SD
In the past, I've had stellar terminal performance from that 90gr AH in a 26" 25-06 Ruger #1 going 3611 fps at the muzzle. Very quick kills with minimal bloodshot meat on Nebraska whitetails.

It's also worth noting that guns can still shoot just fine when running a shorter OAL and a long freebore.
I'd probably just go for the 25-284 with the parts you have, and have fun with it.

Well now.....this seems counter intuitive..... 
10 years ago, I would have recommended building something like a 257 on one of the short Lazzeroni cases and stuffing that into the short action. That's back when my "Poor_Choices" were in their prime! LOL

Awesome advice all the way around. Thinking about just doing it and maybe doing the 2.98" magazine box. If I do a faster twist and try to shoot "traditional" short, light bullets I'm probably going to spin them apart, aren't I? If I get this built and decide it was a stupid idea I will save and try again from a different angle. I appreciate everyone!

Pretty tough to over spin a mono to the point it comes apart.
My responses have not changed regardless of what you end up building. The best self-satisfaction I have had is getting ideas/concepts into fruition. Again, good luck!

No they haven't and I appreciate them and your advice very much. I do myself a disservice sometimes by overthinking and overcomplicating things. However, I have kept myself from making mistakes in the process too. I'm going for it. Thank you!

If you can find a piece of brass, measure neck thickness before and after necking down and remember you need about .003 clearance. You can easily get below your goal of 2.8 in using 100gr or less bullets. Would be great if you could find some NORMA brass.
