With that list I'd go with a 28 Nosler. If it wasn't elk and caribou I'd go with a 280AI. I shoot 195's in my 28 and 168 VLD's in my 280AI. I get about 3000 FPS with both.
When I can get N570 in my hands I can probably increase the 28N velocity with less pressure than my retumbo load. I use N560 in the 280AI.

Hell, I don't even like the .300WM, and I even have one... Seriously.

In full disclosure... I traded in a used rifle to a local gun store, and only paid $100 bill difference for a brand new 26" 700 5R Milspec in .300WM... So, I wasn't complaining to much about the chambering, since back then the caliber options were limited to pretty much .223, .308 Win, and .300WM, and I already had two 5.56 rifles, and a 5R .308 Win... So, had to switch it up a bit and go for something I didn't have.
Like I said, I had/still have no desire for the cartridge, but it cost me $100, so I really can't complain. I basically got a brand new stainless 700 magnum LA, an HS Precision stock, and a matching stainless BDL setup for $100... Hell of a start for a budget build, huh?
Thinking about blueprinting the action, and cutting a couple threads off the factory 1:10 twist 5R .300WM barrel to set the chamber back about 0.075" and building it into a .30 Nosler.
In case anyone else is wondering for future reference, the only difference in cartridge case length between the .300WM and .30 Nosler, is that the .30 Nosler is around 0.064" shorter. But, the Nosler is fatter, so it will clean up the factory .300WM chamber in width, but you have to cut it back a little bit longer (0.075" to 0.100") to make up for the length difference before recutting the .30 Nosler chamber. Of course, you still have to cut some more barrel threads, and reset the lug shoulder...But that's SOP.

"The best" is highly subjective.
You need high enough case capacity to get it there and you need a quality rig and fast twist barrel.
What case is pushing it within those parameters is really irrelevant and falls mostly into the realm of personal prejudice not anything actually based in science.

My setup wouldn't get you what you want. My 7 SAUM is in a Remington Model Seven SS with a factory 22" barrel. I'm getting 2960fps with 160 grain Partitions.

It allowed me to wash my hands of that FUBAR'd Weatherby, so I was happy.
Here's kinda what im thinking so far. So many choices on 7mm. Use a curtis long action magnum with west Texas switch lug with a 26" barrel and go with a 7SS, 7mm-300 or 28 nosler for 195gr bullets not sure yet on caliber and 6mm SST with a 110-115 class bullet (just to see how fast it can really move them out of a long action). Also maybe 375 cal down the road

Something in .284 would be my suggestion. Bullet selection and BC are awesome, brass is easy to find. 280rem, 280AI, 284win, 28 Nosler you can't go wrong.

Hard to beat a 338 cal rifle for all of the above at 700 yards. No replacement for displacement.
