Need Help Identifying

This came with a RCBS Big Max A4 press I bought. Has a standard press thread. Assuming converts to arbor press? What is it and what is it used for? Who Made it?

I am thinking it is an aftermarket item for converting to arbor press. Just a guess

It was part of the Special Duty Kit (# 09178), which included an extra-long double stem shovel handle, blank bushing adaptor, and this part, a blank ram adaptor, to use with bullet swaging dies.
