Actually, what you are referring to is the Conservation Reserve Program or CRP which was signed back in 1985 by Ronald Reagan. There is no evil intent behind it. It was never intended to control food. The long-term goal of the program is to re-establish valuable land cover to help improve water quality, prevent soil erosion, and reduce loss of wildlife habitat. Again, Ronald Reagan apparently thought it was a good idea. There is debate by environmentalists over whether it is doing any good. The problem being that after the 10 or 15 years is up and the farmer goes back to farming the land, everything that was gained is now lost according to many environmentalists. I believe what Biden has done is expanded the number of acres that CRP is willing to cover and increased the payments to incentivise farmers. The reason for this is that participation in CRP is at a 30 year low and they are having a hard time enrolling any new land because of high commodity prices. In other words, farmers are making more money growing crops than taking the money. If the science does not support the intended purpose of CRP then it should be gotten rid of or changed in such a way to achieve its goals.
