As said above the Wyoming Fish and Game website will have a lot of info and maps pertaining to public land and wilderness as will all western states but: Having to hire a outfitter when you are a non resident to hunt Wyoming's wilderness is just crap so in my opinion there are better states when on a tight budget and are looking for big mule deer. If someone is telling you about a spot guaranteed its hunted out. Now you did not say what you were after other then mule deer. If you just want a mule deer buck size unimportant then almost any hunt unit in Wyoming would do with time spent. If you are wanting trophy type animals the first place you should look is in the Boone and Crocket listing and see where the gene pools are in your chosen state figure out where the bucks will be the time of year you will be hunting and if it is high country in any western state know the main migration route of the heard you will be hunting encase of early snow so you can find them. For instance in the Salt River Range in Wyoming the deer are right on top but began to move with the first skiff of snow. That migration is south and well over a hundred miles in length depending on the amount of snow. Once you pin down an area get a hold of the state biologist who is familiar with the area you have chosen. He or she can supply you with migration routes and summer range where they will be till weather moves them The farther you get from people the better your odds will be whether it be wearing a backpack or horseback. You don't have to be seeing a lot of deer to take a nice buck you just need to be hunting where they are. Good luck to you.
