Weird Velocity Readings

What powder would you suggest?

I would try H414 it's a little faster burning, I know 4350 is a favorite for the 260 but with the 22inch barrel I just think 414 would work better. Had this same issue with 22inch 30-06 and what I'm suggesting worked for me.
