Basically every time someone posts in a thread it gets "bumped" to the top of "what's new" or category thread page. That way the most recent/active discussions get the most visibility. In most forums you are allowed to "bump" a classified ad to the top (TTT) every 24 hours so more people can see it and you have a better chance of someone buying it.
