Sticky for classifieds

So, to the admin here, would it be a good idea to put a Sticky in the top of the classifieds forum that explains the rules for posting and qualifications?
I was going to help a newer member by linking such a thread for him and I'm sure there's one here somewhere, but I couldn't locate it.

Thank you. At least I know where it is now, but I think it would be more intuitive to have it stickied in the classified forum if possible
