They have time outs or circuit breakers to ration powder.
A message will say come back in 10 min. You need to be signed and ready to checkout.
Begin refreshing the browser for the web page as the countdown goes to 1 min. If you are lucky, 50% of the time you will get a blue cart.
Put only what you are allowed as a daily maximum in the cart and checkout like lightning.
I bought 7.62 Mil Spec primers today playing the game. 1 brick.
