Not enough elevation

I have a Savage 220 and Leupold VXR 3x9x40,Hawke 30mm medium height match rings and dedicated EGW 220 base,I run out of elevation at 25 yards,where do I start,tried shimming rear of base,no help,what next,Accutips are expensive!Help please.
