Is that a deep ring mark in the one pic?

No it is not, there are no ring marks. I believe you are seeing some writing that is on the underside of the scope tube...that or cat hair.

10-4. What is that in the middle of the rear mounting area? Somethings look silver in the picture.

If you are talking about the white spot on the bottom of the rear mounting area, that is just some white lettering.
