Can a 1-10" twist barrel in .224 cal stabilize the Amax 75 grn?

Now they say 1-9". I have a few of the 8's left and they measure the same in every way to the 9's. I bet that they will work ok in a 10" twist if the velocity is there and the air is thin and warm. Using a 28" barrel, a 22-250 improved will push them in the velocity range you are looking for while burning a little less powder than the 22-6mmAI and the 22-243AI. You might also want to run a 6 or 8 groove barrel to shoot that Amax as it seems to be easier on the jacket of that fragile Hornady.
