So an update:
I refrained from just going out and getting a kit. I ended up scouring eBay and put up a craigslist add saying I am looking for reloading equipment.
Ended up getting contacted by a guy with a lightly used rockchucker kit with a manual/calipers/scale/hand primer for $180. Right...
If you were to put together a reloading set-up starting with the press and going from there piece by piece, by chasing used eBay what would you look for? The purpose is for accurate hunting rifle ammo up to 500-800 yards.

The windage/elevation corrections of 1.75/4.5 at 200/300 are precisely what I did. I’d have been waayyy of the paper if I had dialed 13.8. We are talking 3-4 inches high and around 8 inches right at 300 yards
We are talking plum and level to the action/barrel correct? I guess I am thinking if my rifle/reticle is level, who is to say me, the shooter, is level and not canted when firing. This would be where the bubble level to the reticle comes in. Or am I thinking about this way to hard..?
This is where I imagine having a properly mounted bubble level matched with my reticle would take the guess work out of that. In that case any cant and its influence on POI would be shooter error.. or am I missing something?
Yes and I did. When I was shooting 8-10 inches right at 300 yards I held over for windage and was able to shoot a decent group around the bullseye, at least enough for a kill shot. Still, I would like to figure out why this is happening.
I have heard of people adding stiffening epoxies/bondo/etc to the forend to stiffen it up. I just assume this isn’t were it would be flexing so it would be kind of point-less
