You could get a single shot action. Then it's length doesn't matter. Use a magnum diameter action to get enough barrel steel around the chamber. If you have it made for that diameter case it will feed correctly. You might consider a BAT action

I think it's easy to see primer choice as an abstract, with no prediction of results. Missed, is that the abstract in this is not a primer, but striking of it. If you have only a single primer available, and you suspect better potential from your gun, you could optimize striking for that...

You should try every primer that you can get your hands on. Hopefully one of them, could be any, will like your gun's striking & reward you for it.

I don't see this as any better than a standard primer seating tool. Having mic adjustment gets you nowhere when settings are meaningless to realities. Nobody has matched (much less beaten) the indicated K&M. It's the only seater that actually measures primer pre-sensitizing (crush).

Why the Hornady OAL tool? To find touching COAL there is the simple split neck method, the cleaning rod method, bolt disassemble & sneak seat until the bolt handle drops. Then there is this Hornady tool, plagued with problem potentials, and forcing an averaging of readings.. A search here...

No, your COAL is whatever YOU choose, given local components (chamber throat, bullets). Nobody at Sierra knows what your choices are.

The brass was fired in a chamber having excessive clearance, and then if sized way back down (before your firing), it work hardened. Brass only stretches just so far.

Why? Because of load development with soft brass, having low neck tension? Because of over-working brass through excess sizing? Let me suggest minimal sizing and mild process annealing every 30-50 reloading cycles. You will never get more consistent than this.
