I have many Nightforce scopes and they are outstanding and very durable. I added a Leupold VX5 HD 3-15 to my smokeless powder ML and have been extremely happy with it. The weight is great for off hand shooting. NF scopes tend to be a bit of a boat anchor, but still my best scopes.

My only custom I have built to my spec’s included a Bordon Accuracy action, Manner stock, Jewel trigger and a Kreieger barrel. It‘s a 300 Win Mag and I am very happy with it. I think I am more like you then some other guys on the site and would recommend finding a quality smith for your build...

Any flame annealer your going to need to adjust. I was going to purchase a Bench Source as in my review, it was the best propane annealer period. I actually purchases hoses, torches and a splitter to use a 20 gal propane tank to ensure I did not have an issue with low flame as the small tanks...

I also purchased the ADG in 300 Win Mag. It is very consistent. I was using once fired Hornady brass which was not consistent.

Agree 100 percent on the Borden and your right on about an $1100 price point. I built a custom 300 Win and very happy with it. Also have a Surgeon 591SA which is a step above including price. Good luck.
