What could cause group outliers?

I tried it out in my 308 after reading this article <a href="https://www.rifleshootermag.com/editorial/reloder-ts-155-powder-review/463585" target="_blank">here</a> where they tested TS 15.5 with the 178 ELD-X. Velocities are great (this is a 18" rifle and I could push a good bit faster but the groups open up) and the groups are about as good as I've gotten from this gun, other than the fliers.</p><p></p><p></p><p>Seems like a number of folks thing #2, and it's not #2, it's either #1 or #3.
