Adding .003" to the bullet diameter is not meaningful as long as the loaded round fits in the neck of the chamber. The reason is that the case neck would be severely crimped to the bullet by the chamber. On the other hand, loading 8mm bullets into 30-06 brass and firing in a standard 30-06 chamber, or loading 8x57 ammo into a 30-06 chamber, will destroy guns.
Ruger supplies both cylinders with the Single-Six for a reason. .003” isn’t much to squeeze a bullet down. As long as there is sufficient neck clearance, sizing the bullet down when it reaches the rifling will not cause a meaningful increase in pressure. This should be more obvious than it is. Your bullet in a 6.5 CM, 260Rem, etc is .264” in diameter, but your barrel is only .264” from one groove to the opposing groove. It is .256” from land to land. For a 7mm it is .284” groove to groove but only .277” land to land. You are substantially squeezing your bullet down to size when it hits the rifling in all instances. Adding .003” to the bullet diameter is not meaningful as long as the loaded round fits in the neck of the chamber. In the case of a Ruger Single-Six, it has the proper chamber for a .22mag in the .22mag cylinder. The barrel does not matter much. On the other hand, if you managed to fit .257” bullets into a 243Win case, and chamber it in a 243Win rifle, you’d likely blow the gun to pieces. The reason is that the case neck would be severely crimped to the bullet by the chamber. PO Ackley actually reamed the neck of a 30-06 oversized and fired 8mm bullets loaded into 30-06 brass through a .30cal barrel. The bullet diameter didn’t cause any problems. On the other hand, loading 8mm bullets into 30-06 brass and firing in a standard 30-06 chamber, or loading 8x57 ammo into a 30-06 chamber, will destroy guns.
