Konus M30?

Hi everyone,
has any one heard of/had any experience with the Konus M30 4.5-16? I have a limited budget and was wanting to find the best deal for my money. I was going to go with the Millett TRS1 but heard about the Konus so thought I would ask you all about it. Any Opinions? Let me know what you think.

I haven't used one but my local gun shop started selling them and they're not having good luck with them. A few of them aren't even leaving the store because of scratched(unpolished) lenses and the others are having issues with the adjustments quiting. The knobs are turning but the scope isn't moving. I hope this helps.
