Hey Matt, Welcome to the forum! Your question is pretty vague. I'll answer anyhow. The 7mm (you don't say which, so I'll guess the 7rem, doesn't matter much) caliber is easily 1000 yard capable. You want to shoot a high BC bullet, like Bergers 180. The rifle needs to be consistently accurate. The basics are a solid stock, bedded action, free floated barrel, and tuned trigger. There are all kinds of options after this depending on the level of accuracy and customization you're after. I would include a muzzle brake. The scope needs a couple features.

High quality rings and mounts. A 20 MOA base will allow you to use more of your scopes elevation adjustments.
Good turrets. I like exposed turrets because I lose caps and exposed turrets are always much more rugged.
Parrallax adjustment. This can be an adjustable objective or side focus knob. The side focus knobs are much easier to reach while shooting.
Enough elevation to reach 1000 yards. All the long range models have enough.
A good reticle is a nice feature. Choose a scope that offers a reticle in the same configuration as the adjustment knobs. IE, MOA or MIL. A fine crosshair is a good fall back reticle.
Good options are Nightforce NXS, Leupold mark 4 and vx3, Vortec PST's, and Bushnell elites.
You need good ammo. Most of us handload and tune our ammo for accuracy and tight velocity spreads. A good bipod like the Harris S series and a rear bag are how I do 90% of my shooting. This covers the basics enough to start your education. Good luck and welcome!
