When I bought them from him, I asked the same thing. He said no that he had bought them in 5k packs and it was how they were packaged. But I can not prove either as I'd never purchased in 5k lots.
Basically I purchased them on good faith but wanted to disclose how I came in possession. Price is what I have in them.

Here they are. They look good but admittedly some have a tarnish which makes me question now whether they may possibly be seconds. The big majority look real good.
Tried getting a decent picture by opening one of them, but I don't think it came out good enough to see in the picture
