It is clear, has good eye relief, a wide range of zoom for those up close and personal shots on 4x to long range shots on 16x, and its adjustments are accurate and consistent. I planned on replacing it with a maybe a mid level Vortex in 4-16x but I can't really find anything wrong with the Weaver, other than it's made in China and doesn't have the awesome warranty that Vortex does. I would really take a good look at one of these Weavers though.
I have looked through a couple scopes in your price range that are pretty decent. Like the other guys suggested, the Vortex Crossfire is a good choice. Nikon ProStaffs are also impressive to and a 3-9x40 can be had for around $150. The newer Weaver scopes also are pretty good deals and I actually have a cheap 4-16x44 Weaver Kaspa on my .270 that has low mounted target knobs and for the money it has been nothing but excellence so far.
