Any agency that makes arrests would need firearms and ammunition. I don't understand anyone being surprised that the Department of Homeland Security would want bullets. They have 72,000 agents and officers that are required to carry firearms. This has been going on for years and there is no basis to claim that it is the government is trying to keep ammunition out of the hands of citizens. Whether or not the agencies need the amount of ammo that they are requesting should be dealt with on an agency by agency basis. You don't just lump them all together.
