    Absolutely. When you're bear hunting you need a scope where the magnification starts at 6x minimum. :D Just kidding of course. I heard a comment about my 1.1-4x24 Victory that it was not suitable for the task since it wasn't a true 1x.

    If you are on a budget then you need to spend as little as possible on a basic quality rifle. Something like Savage or Tikka, even used, and then use whatever is left on a scope. Spotting scope I would skip at least until you get a decent set of binoculars. Meopta MeoStar 3-10x50 perhaps...

    Many scopes are able to do that but that's only small portion of the equation. With the lower quality lenses you will lose the ability to see far and that only gets worse when the conditions are not ideal.

    Hard to find scopes with this criteria:

    Minox ZA5 3-15x42 is <15oz and has 60 minutes of travel. 4-20x50 is 19oz and 80 MOA travel. Even the 6-30x56 is less than 25oz.

    Fast, lighter bullet will deflect easier than slow, heavy bullet. This is a reason why .338 and larger are popular moose calibers in Finland where a lot of the hunting is in thick brush. If brushes are a concern, something like 9.3x62 will most likely work much better than .270.
