I recently purchased a 300 win mag barrel for a tc encore. its 28 inches and has a twist rate of 1:10. can i shoot heavy 200gr+ bullets accurately or do i need a barrel with 1:8 or so?

I'm completely new to reloading too so I will be asking around. My brother and a friend do it so I'm sure I'll get some time on a press soon. Im planningnon getting a leupold vx-3 4.5-14x50 scope. Do I really need that much magnifiation or is it just better to have it when you need it?
