Yes, it should be free floated. Mine had a very small area at the fore end tip that made contact with the barrel. You could tell Tay the intent was for it to be free floated. I too some sandpaper and fixed mine before I ever shot it. It shoots great. It's quite possible that this is the cause of your vertical grouping, particularly if you are getting them with consecutive shots and the barrel is heating up.
