Loadbase 3 Bluetooth Fix

Installed the new update for Loadbase Mobile. This enables the use of Kestrel
weather meters with Windows Mobile phones and PDA's that don't use the
MS Bluetooth stack. After getting it installed, everything worked great.

Gus sure takes care of us!! It also gave us the ability of using three different inputs for wind direction, Degrees, MILS and clock. Also a a windage zero funtion.
