Is it possible to by an action from Winchester? Does anyone have experience with the 1999 Action from Montana?

Application is for building a hunting/sporter style rifle. any suggestions on any action that would work for about $500.00 would be appreciated.

You could purchase a Savage F16 weather warrior. SS Short action, Controlled round push feed, standing ejector.
Under $500

Just find a used M70 308. Unless you have a particular WSM in mind, in which case you may find the barrel already on it, e.g., 7mm-08 for 7mm WSM, etc.
Thing is, the cost of actions are so high, you just about pay the same for a whole rifle in almost-new condition.

Maelty you can buy a new 700sa from brownells. But it 400.00,truing action about 100.00,opening up bolt face and installing sako about 100.00.This is ok if you were building a match gun,but you would probably be better off just buying a new hunting rifle and using extra money to put a brake on and accurise it.Many factory guns are accurate to 500yrds and some beyond.Good luck
