I'm new to this long range stuff. I have one of them tactical style scopes on my weatherby. I was looking at them wheeler scope levels. I called them up to see about getting one for my rifle and they said it wont work on my action. What do I do to plumb my cross hairs so i dont pull off when dialing ??

Some times I use a torpedo leval. The wheeler system will work you just cant use it as intended.
I level the rifle first then the scope of the turret check and re check as I torx the screws.

I use a small level at the tang to level the gun then I set the reticule up parallel to a plumb bob line at 100yrds. I shoot it then at 100yrds and run it up to the top and fire to confirm that I have things right, so far I haven't had to tweek any.
Leveling your erector/turrets will ensure you don't pull off when dialing.
Leveling your reticle will ensure you don't pull off when holding.
Just because you level one, doesn't mean the other is level.
The easiest way to "eyeball it" is to take your bolt out and line your eye way out behind the gun, and you'll be able to see the reticle. Line it up so its bottom post is directly at the center of your bore.
The easiest non-mechanical way to level it is to level your gun as best you can, then use a string/plumb bob to align your reticle.
Then there is always the feeler guage method, if using a 1 piece base and the scope allows.

On my Weatherbys, sometimes you can use the Wheeler Level-Level-Level kit, sometimes you can't. There can be a trick or two to use.
I've now converted to using the smaller Level included in the Wheeler kit on top of the elevation turret (the one on top of the scope) and using the EXD Engineering reticle leveler on the front of the scope. See here for the leveler:

The EXD tool gets the scope right above the barrel, and you can then rotate the scope to get the smaller level trued on top of the turret. You can use a small torpedo level in this position too. Or, if you want, you can use a plumb bob on a string instead of the level on the scope.
FYI, it helps a bit to place some blue masking tape on the objective of the scope as well as on the barrel when using the EXD tool to prevent it from marking the scope or the barrel. I'm just quite particular about any scratches.
