Not technically. But you can pour it on a paper towel and look for a rusty colored residue on the towel and look for clumps like it may have drawn some moisture. How old do you think it is? If its in a metal container is the container rusty? Does it still have a strong nitro glycerin smell? If it has no rust, no clumps and still smells like powder. Your probably good. But in my opinion if I have to question it. It becomes grass fertilizer. It would be cool to have a powder company or a lab test samples for us..
 
I had a can of old Hodgdon 870 that turned sort of a rusty brown color and appeared to be deteriorating. I flushed it down the toilet
